Evidently I had mistakenly got an appointment for the Tokyo Embassy instead. The forbidding guard gate gave me a number to call. Without much hope I called the number, which connected me to a human. She allowed me in on the understanding that it might be quite a wait, but actually I waited less than 90 minutes with a bunch of families with kids playing in the play area they have. Submitted my passport renewal application and received the new passport in 10 days.
